    If you use your credit card with Paypal, and then Transfer to Neteller and then transfer to a Book, is this treated as a Purchase or a Cash Advance? If a cash advance, is there any system in which it can be treated as a purchase?

    Guesser, whether any credit card deposit is treated as a purchase or cash advance is more up to your bank than it is to the merchant involved. This seems true for most sportsbooks, and is most likely true for NETeller and PayPal.

    Use a check card (also called debit card), instead of a credit card, to avoid these fees by your bank. Check the fine print at the sportsbook/merchant for any fees that they may charge coming or going.

    In your specific question, I don't think it matters what you do with the funds once they have been deposited into PayPal. The only thing you have to worry about for determining possible fees is the initial deposit into PayPal (or NETeller directly).
