Betanything has the bare minimum and also listed here. Great mu's on qual and race. If you don't have anyone to refer, tell em I sent ya.

WWTS is a good one with $100 minimum deposit and $10 minimum bets.

Olympic minimum with a credit card is $50 and they are good too.

Intertops is great for a first account. It was mine back in 11/97. Payouts? A non-issue.

Olympic is just plain awesome. I've been with them for a month now, and they have all the options in the world, and then some. The sit just has a very classy feel to it. I just think they can make the wagering process a bit more efficient, though.

I think these places are where you should start.
