Committee's tie vote means bill survives

    --------------------------------------------------------------------------------
    Associated Press

WASHINGTON – Backers of legal sports betting nearly pulled an upset Thursday, falling only one vote short of derailing a bill considered the chief threat in Congress to America's casino industry.

The Senate Commerce Committee split 10-10 over whether to gut a bill outlawing betting on college sports, which is legal only in Nevada. The tie vote meant the bill survived and now goes to the full Senate.

But the tie also showed that gambling supporters have made significant headway since last year, when only two members of the same Senate committee opposed the bill.

"The fact is, the momentum is clearly on our side," said Sen. John Ensign, R-Nev., who led opposition to the bill. "Two months ago we were dead in the water. We had no chance."

Sen. Barbara Boxer, D-Calif., said her initial reaction was to support the proposed ban. But after studying the issue at the request of Sen Harry Reid, D-Nev., she concluded the bill unfairly targets one state and could do more harm than good by driving legal gambling underground.

Supporters of the bill include Republican Sens. John McCain, chairman of the Commerce Committee, and Sam Brownback of Kansas, along with the NCAA and a number of big-name college coaches. They say government-sanctioned wagering taints amateur athletics.

Opponents of the bill say the vast majority of sports betting is done illegally, outside Nevada, and that Nevada's regulated sports-betting industry helps law enforcement detect point-shaving scams. Ensign said Nevada would sue if the bill becomes law.

The proposed ban on college sports betting cleared committees in both houses of Congress last year, but GOP leaders did not schedule a floor vote in either chamber. McCain has indicated he might try to offer the ban as an amendment during next week's debate on education bills.

"I intend to get it to the floor one way or another," McCain said.

The tie vote occurred on an amendment by Ensign to remove the word "college" from the bill.

Though the bill applies to all amateur sports, Nevada casinos take relatively few bets on the Olympics and none on high school games. McCain said Ensign's amendment "would gut the legislation."

Chuckz, unless you bet in Vegas, this bill will mean nothing to you. As a matter of fact, even if you live in vegas, this bill will mean very little.

I thought before it was a certainty, but I think now there's a chance it can fail. The 10-10 tie was a good sign that at least some people can see how ignorant and hypocritical the bill is.

As for the people who don't care, that's only the beginning, they ain't gonna stop with just banning college gambling in Vegas.

look for Democrats to try to defeat this bill
because it will linger as an issue in nevada
if bush signs aGOP led measure remember
Nevada was very close last year and a Gore
win their would hav saved this country
from the idiot in there now, in adittion
this betting ban would have had no chance in
a Gore presidency congrats to all you who
voted for this gaurdian of our morality but
            not our planet

Anybody disagree with the thought that if the college betting ban passes it will only strengthen the off shore industry? Or do some believe if the ban passes the idiots in Washington will go after the off shore books with fervor?

Who is the President has absolutely nothing to do with whether this bill passes or not, if you think Gore would've vetoed a bill that passes Congress I 'd like some of what you're smoking Rich. McCain is the problem here and who is president is irrelevant, this bill would have gone forward no matter what. Now an internet bill I'd agree the Democrats wouldn't support, after all Algore invented it himself didn't he?

I do agree it would only strengthen offshore. Anyone who knows anything about gambling knows if you don't care about betting in Vegas you could care less if it passes. However, they will eventually go after offshore or at least attempt to stop Americans from having access to offshore books, especially when they realize all the bill will do, should it pass, it makes things worse from the gov't's perspective.
