    CARSON CITY, Nevada –- Sept. 13, 2001 –- As reported by the Associated Press: “The state Gaming Control Board told operators of a Wendover hotel-casino on Thursday to pay off $226,300 in sports bets won by a Southern California couple.

    ”The board upheld hearing officer Todd Westergard's finding that the State Line Hotel should pay the money to Ryan Stevens and his wife, Lisa White, who petitioned after not getting paid on winning bets last November.

    ”Stevens had 35 winning sports book parlay tickets worth $170,500; and White had seven winning parlay tickets with a combined value of $55,800.

    ”The casino refused to pay the tickets on grounds that Stevens and White made multiple bets so that individual payouts on each ticket wouldn't be high enough to require reports to the IRS.

    ”The casino also contended Stevens and White were involved in illegal `messenger betting,’ or getting paid to make bets for others who put up the money.

    ”…Westergard said there was no evidence of messenger betting, and there's nothing in state regulations barring bettors from making multiple bets…”
