Offshore bank accounts..

I really don't know much about this subject.
Do any of you guys use offshore bank accounts. So, when you get a payout from your book, you just get it sent there instead. Also, does the US Govt. have any way of finding out whether or not you have an offshore bank account.
If you just get checks sent to yourself (which I do), any suggestions on what is the best way on doing it. Cashing them completely at the bank or deposit part of it and cash the rest?

Used to have one. About 18 months ago when G7 started cracking down on ml made it difficult for some transactions to get through. Probably worse now after Sept 11.
