Ghostly,
Pretty much the qualifications would just be no major black marks against the book. In otherwords, if a brand new book opened, we'd gladly put them up. Because the "numbers" and how they flow are just as important to a line service as solid books are in my opinion. We'll make judgements of where to stop as far as adding books as we get to that point. We don't want to saturate it.
As far as the full member stuff, just ignore that for now.
I have a solid plan in place that will enable the books to be on at no charge to them, and would enable the players to receive a decent, timely line service at no cost.
It's costly to operate, so all that's needed is the support of the players and the books to make it work and everyone would be happy.
From the books standpoint, a grocery store sells groceies.....books sell their lines. If a book didn't want the added free exposure and the ability to get their product to more customers, then maybe they are in the wrong business
Seriously though, all books are welcome up until we reach a point that it's not beneficial to all involved.
