How do I get a pre-paid ATM

Can anyone give me any info on the pre paid ATM, any catches.

How do I pre pay the ATM can I send a check, then use the pre paid ATM at books and not get charged any kind of fees ( no fees from the book or the ATM company ).

They are operated out of Ohio and your funds are kept in a U.S. bank (I think in Ohio although the card is issued by another bank in California). With the PayPal mess going on, I wouldn't want my funds kept in the U.S.

Thanks for the link to the previous discussion, wow all I can say if they require my SS# I am not interested in using the ATM card.
