As usual, the 'net has taken one topic and blown it completely out of proportion for the sake of attention. I don't think that many books will actually pick up and move out of Costa Rica. The expense of moving would be very high and to set up and acclimate in a new company with a new workforce would be prohibitive. A few may shuffle around, but there won't be a mass exodus out of the country. Doesn't make sense. Everyone has families, friends, houses, cars, etc. etc. in Costa Rica and it isn't easy to just pick up and leave.

A lot of noise is probably being made in a passive attempt to protest the new tax. Once that sorts itself out, things will return to normal.
