Uploading files

I have tired several times to upload a file for a posting, can anyone offer suggestions.When I try upload it says file to big, but when I put it in a pdf it says that there is a probelm which will be reported to an administrator.I know I'm slow at times but it can;t figure this out. How can I contact the board administrator?
