The Rules really don't cover this situation.

2. Picks MUST be posted by 11:00 a.m. (EST) on game day Saturday. This includes any Sunday or Monday pick. NO EXCEPTIONS.
If you have problems accessing the site, e-mail picks to bettorsworld@gmail.com before the posting deadline.
For Thursday or Friday games, the picks MUST be posted 1 hour before the game's scheduled start.

It would seem reasonable that if you miss the deadline on a mid-week game, you should be able to pick another game. The rules really don't cover this particular situation.

In the NFL contest, if you miss the Noon deadline for the Sunday afternoon games, you can make a pick for the MNF game.

Not sure if it has ever happened where someone actually posted late and Taxman allowed him to choose the MNF game.

Rule 1 in college contest says you get 1 pick per week. If more than 1 pick is posted only the first one counts. Once your pick is posted it's official. Seems clear to me. Your example in the NFL contest if u miss the noon deadline means you have not selected a game therefore u can pick MNF. If u posted after 12 on Sunday its a loss. Seems clear to me. In both contests if u post late its a loss. I say leave it as is.Rules for both contests are clear to me.
